I'd like a program that does animation without vectors - like animating in photoshop. I know Toon Boom can do this, but I don't want to spend any money. Anyone know of a good open source project or free program worth learning where I could make a complete animation with rasters?

Snyfig is an older free 2D animation program, try it out. Haven't heard of Krita until now, but it sounds really promising.

Pencil is cool, but it's really limited. I'm sure once it gets to V1.0 it'll be great, though. I like the ideas they're forecasting.
